Acquisition professionals participate in Other Transaction Agreement training at Program Executive Office Soldier

FORT BELVOIR, Virginia (April 4, 2018) – PEO Soldier hosted “Other Transaction Agreement (OTA) Essentials,” a training session that is part of the Acquisition Innovation Series April. 4.

U.S. Army Tank Automotive Research, Development and Engineering Center (TARDEC) subject matter experts presented the process to an audience of cross-PEO attendees, as well as Air Force and Navy acquisition professionals.

Benjamin McMartin, TARDEC Acquisition Management Office chief, outlined the OTA process, and how the process helps to get gear into Soldiers hands faster. OTAs have existed for more than 30 years, but recent legislation allows more rapid prototyping and leveraging of nonconventional contractors.

“OTAs are something in your toolkit,” said Rob Richardson, PEO Soldier Director of Acquisition. “Everyone should look at OTAs in their acquisition planning.”

OTAs offer an alternative to the traditional acquisition process and a more streamlined timeline.

“The OTA world is thinking and coming up with new ideas,” McMartin said “It’s a different comfort zone.” He then explained the types of other transactions attendees could pursue, and their differences. The discussion focused on meeting the basics of 10 USC 2371b (Prototype Authority) in particular. McMartin explained the basics as the “Three Ps”: purpose, prototype and participation, and shared how to apply these to pursuing OTAs in acquisition.

After the training, attendees participated in-hands on workshops where they applied the OTA model to their own work projects.
